Course Description

This course prepares public managers to be leaders of integrity who serve the public interest and who promote ethics and integrity within their organizations. The course focuses on increasing awareness, building skills and modeling behaviors related to identifying potential ethical problems and conflicts of interest; appropriate workplace behavior; and legal and policy compliance.

Upon successful completion of the course students will be able to:

  1. Define Ethics. 
  2. Explain the difference between subjective and objective sources of ethics.
  3. Identify at least three different ethical theories.
  4. Identify ethics breeches.  
  5. Identify at least two professional codes of ethics that could be relevant to public managers. 
  6. Apply professional codes of ethics and the Pennsylvania ethics act to assess right and wrong actions of public managers. 
  7. Assess codes of ethics.
  8. Apply models for ethical decision making. 
  9. Create an ethics crisis response plan.
